Experienced export compliance professional required to join our Global Trade Compliance (“GTC”) team in Shanghai, China. The GTC Sr. Manager, Export APAC will be part of a team responsible for the import/export compliance program for APAC operations, supporting Aptiv, Wind River and other Aptiv subsidiaries (collectively “Aptiv”). This role is responsible for ensuring Aptiv’s compliance with all applicable export government laws and regulations for the trade in products, services and software in the APAC region.Main Responsibilities
  • Serve as the resident operational expert on customs, export, and sanctions laws and regulations for Aptiv’s APAC operations, including coordination with regional Global Trade teams and corporate Global Trade Export teams
  • Monitor, analyse and interpret government regulations, policy and requirements applicable to Aptiv’s operations for compliance as they relate to export control and sanctions laws and regulations.
  • Provide export / dual-use classification, as required, to support compliant movement of Aptiv’s products, services and software.
  • Manage export license applications with relevant Chinese regulatory authorities (MOFCOM) and other applicable APAC regulatory authorities, including usage and reporting requirements.
  • Support the establishment, documentation and periodic update of trade compliance processes and procedures.
  • Develop and deliver training, cross-functionally, to relevant Aptiv stakeholders.
  • Support Aptiv’s GTC Internal Assessment program by carrying out site assessments and managing identified improvement requirements.
  • Ensure appropriate maintenance of customs related records in accordance with Aptiv and Legal requirements.
  • Support Customs Compliance related audits, particularly those related to dual-use export controls (e.g. MOFCOM).
  • Collaborate cross-functionally (Supply Chain, Logistics, Tax, Finance, Site Management, etc.) to support corporate planning initiatives and provide due diligence and M&A support.
  • Manage export activities within SAP ERP GTS, Salesforce, e2open and Trade Automation Solutions.
  • Provide consultation to business units, subsidiaries, and business function leadership on issues affecting the business, and resolve matters in compliance with all applicable laws and regulations.
  • Be responsible for coordinating responses and corrective actions related to potential violations of China U.S., EU and other applicable export control regulations.
  • Other tasks as assigned.
Education / Experience / Key Requirements
  • Top-tier global trade and export compliance experience, preferably with a law or consulting firm and/or multinational company.
  • 8+ years of relevant professional experience with substantial knowledge of software export classification and jurisdiction determination, including cloud-based software design/development.
  • Knowledge of US re-export/transfer controls, including De Minimis and Direct Product rules, as well as China’s export, re-export and through-shipment regulations for dual-use items.
  • Preference of experience managing inter-company transactions in China/US and China/EU trade lanes, including interacting with global research & development teams.
  • Strong knowledge of China, US and EU sanctions and military end-use regulations.
  • Experience of interacting with export control and sanctions regulatory authorities in the China is preferred.
  • English fluency required, multiple language skills desirable.
