1.Procurement Strategy:
Develop and implement IT procurement strategies aligned with the organization's overall objectives and budgetary constraints.
Collaborate with relevant stakeholders, including IT teams and business units, to understand their requirements and provide procurement insights. ...2.Supplier Management:
Identify and evaluate potential IT vendors, suppliers, and service providers based on quality, cost, delivery capabilities, and compliance.
Negotiate and manage contracts, service level agreements (SLAs), and other agreements with IT suppliers to ensure favourable terms and conditions.
3.Cost Optimization:
Analyze pricing, market trends, and technology advancements to identify cost-saving opportunities without compromising quality or service levels.
Implement strategies to consolidate purchasing and achieve volume discounts wherever possible.
4.Compliance and Risk Management:
Ensure IT procurement activities comply with relevant legal, regulatory, and industry standards.
Mitigate procurement-related risks by monitoring supplier performance, contractual obligations, and contingency planning.
5.Vendor Performance Evaluation:
Establish key performance indicators (KPIs) for IT suppliers and regularly assess their performance against agreed-upon metrics.
Conduct supplier reviews and provide feedback to vendors for continuous improvement.
6.Stakeholder Collaboration:
Collaborate with internal stakeholders, such as IT teams, finance, and legal departments, to align procurement activities with business needs and objectives.
Facilitate communication between various teams to ensure a smooth procurement process.
7.Procurement Process Improvement:
Continuously improve IT procurement processes and workflows to enhance efficiency, transparency, and accountability.
Implement best practices and stay updated with the latest trends in IT procurement.
8.Budget Management:
Monitor IT procurement budgets, expenses, and variances to ensure compliance with financial targets.
Provide regular reports and updates on procurement activities to management.skills and experience required.1.Bachelor's degree in business, supply chain management, or a related field. A master's degree is a plus.
2.Proven experience as an IT Procurement Manager or in a similar procurement role within the IT industry.
3.In-depth knowledge of IT hardware, software, and services procurement.
4.Familiarity with relevant procurement laws, regulations, and compliance standards.
5.Strong negotiation, communication, and interpersonal skills.
6.Analytical mindset with the ability to interpret data and make informed decisions.
7.Excellent organizational and time management skills.
8.Ability to work collaboratively and lead cross-functional teams.
9.Proficiency in procurement software and tools.
10.Relevant certifications in procurement or supply chain management are advantageous
11.Experienced in the IT industry ( Purchase of telecommunication, server, hardware, office equipment, laptops, monitors.)
12.Chinese Native Speaker , Fluent English Speaker- Russian fluent or intermediate as an advantage 显示更多
