- Strategic external engagement with government stakeholders, professional and trade associations to shape legislation, policy adoption and healthcare priorities
- Building coalitions to advance and protect patient access to our products and services
- National government engagement and evidence-based value demonstration to support reimbursement and pricing (tendering) decisions.
- Working in collaboration across functions and as an integral business partner for driving success across the products’ lifecycle.
- Monitor national political developments, policy & healthcare system changes that impact Baxter communicate appropriately internally
- Access to the key stakeholders’ (high level officials) at central and provincial levels; Be able to well understand their concern, needs and industry development trend to seek potentially optimal opportunities to shape industrial policies.
- Building network of key institutional stakeholders and with other relevant professional organization to enable sharing Baxter positions/concerns on key policy issues and other value propositions related to our company, services or products.
- Develop and deliver political contact programs to advance/defend the company’s interest on important legislative issues
- Manage strategic GA initiatives, such as: policy analysis report and national program (if have) on pricing, tendering, healthcare reform, reimbursement, and etc.
- Ensures cooperation with global, regional, and other country Government Affairs members.
- Represent Baxter in relevant external interest groups and trade associations and builds alliances/ drives initiatives on topics of key importance to Baxter
- Develop implementation plans within the strategy set by the regional Government Affairs, Advocacy & Reimbursement lead and the business VPs
- Be a point of contact for internal stakeholders on country policy, legislation and health system inquiries.
- Expert knowledge of pharmaceutical & device related policies and regulations in China
- Exceptional interpersonal, communication and organizational skills with a proven ability to effectively operate across businesses and functions in a multi-cultural environment through all communication channels,
- Track record in planning, running projects and delivering on objectives.
- Experience with external stakeholder engagement and analyzing stakeholder feedback
- Creative and presentation skills, including visual communication for business purposes and comfortable with online research tools
- Strong and versatile writing skills with proven experience in developing clear, concise and persuasive materials
- Good business English written and spoken.
- Strong facilitation and negotiation skills - must be able to effectively communicate with senior-level managers and executives (internally and within patients’ and clinicians’ representative organizations) in order to bring together stakeholders with conflicting points of view.
- Ability to manage a matrixed environment and to exert influence without hard-line authority
- Highly motivated self-starter who can quickly adapt and respond to a constantly changing healthcare ecosystem and a challenging political environment.
- Must be proactive, collaborative and sensitive to organizational complexity
- Able to organize the communication, adjust to the audience to ensure understanding and comprehend communication from others
- Strong listening and critical thinking skills
- Comfortable dealing with change, ambiguity and creativity required
- In-depth knowledge of national healthcare, political decision-making process and pricing and reimbursement framework
- Experience with trade associations
- Business, scientific and technical knowledge and understanding of pharma and medical device world.
