- Develop and drive the company’s long-term strategic roadmap for innovative access models, integrating global healthcare payment trends with China’s local market dynamics to build a value-driven innovative access framework spanning the entire product lifecycle. Leverage forward-looking policy insights and scenario simulations to anticipate the evolution of commercial insurance and diversified payment models under policies such as the “Dual-Channel" mechanism and “Huiminbao" (City-based Critical Illness Insurance), ensuring synergistic penetration of innovative therapies across public and private sectors.
- Lead cross-functional strategic collaboration (spanning Commercial, Medical, R&D, and Finance etc) to systematically optimize resource allocation, design end-to-end innovative access solutions, especially innovative payment solutions embed payment strategies into early-stage R&D pipeline planning and post-launch lifecycle management, achieving dynamic equilibrium between commercial value and patient accessibility.
- Build a healthcare payment innovation ecosystem alliance, collaborating with insurtech firms, big data platforms, and health management service providers to explore AI-powered actuarial models, Real-World Evidence (RWE)-driven dynamic pricing mechanisms and co-develop innovative payment structure that are not limited to outcome-based payment programs, establishing industry-leading collaboration paradigms.
- Establish an innovative access value metrics assessment system to quantify the multi-dimensional impact of payment models on patient adherence, payer cost-effectiveness and corporate market share. Deliver strategic insights to senior leadership and global teams via data visualization tools, driving resource prioritization and decision-making alignment.
- Lead commercial insurance and Innovative Access team to design and implement scalable innovative access strategies and embed them into the corporate business plans, and drive cross-functional efforts for excellent execution of innovative financing models to maximize the medicine values in the private sector market.
- Leads the monitoring, analysis, and shaping efforts of commercial insurance policy dynamics such as the roles and impact of commercial health insurance in supporting fast, broad, and sustainable patient access to innovative health technologies, in particular, SRPL products
- Establish and maintain the robust and constructive partnership with key stakeholders on innovative models of financing and patient access to innovative drugs in private sectors including but not limited to policy think tanks, academic institutes, and commercial health insurance and financing companies.
- Collaborates with global, regional, and affiliate payer innovation communities across Roche to explore and design innovative access and financing experiments in private sector market.
- Manages and coaches team, manages allocated budget, and develops talent and capability
- Bachelor’s degree in applied scientific disciplines including but not limited to business administration, economics, operational science, finance/accounting, health policy, pharmacy administration or other relevant qualifications; advanced degree desirable

- Ten-year plus in positions of increasing responsibility and experience including people management in healthcare financing and payment, market access operation including key account or managed care, financial services, business development, strategic planning, and project management in pharmaceutical, medical devices, diagnostics, or commensurate experience in related healthcare industries or relevant consultancy companies
- Demonstrated experience in developing and implementing public or private financing and payment models or insurance schemes for health technologies, particularly specialty products to drive market access KPIs including preferential pricing, reimbursement, and formulary listing
- Working operational knowledge of project management methodologies, tools, and analytics
- Strong knowledge of general healthcare environment in China and specifically, market access environment at national, provincial, and local levels including public, private, and commercial dynamics preferred
- Strong leadership skills, strategic mindset, problem-solving and decision-making capabilities, and the ability to balance short and long term priorities
- Demonstrated strategic capabilities to think creatively and innovatively, with a record of leading cross functional initiatives from conception through completion in complex and changing environments
- Strong influence skills and ability to build productive cross-functional, regional, and global partnerships and the ability to manage by influence outside of direct reporting structure
- Ability to work well in matrix environment and independently
