- Coordinate and direct Asian purchasing organization in each production sites to work together by sharing information and expertise to maximize synergy & improve cost structure.
- Interact with other APAC sites and any JV companies to maximize synergy in between and improve purchasing portfolio.Key Responsibilities:1. Procurement of indirect spends - MRO, Utilities, ICT, Services and Green energy
- Develop sourcing and contracting strategy
- Secure multiple suppliers by sourcing strategy
- Develop sustainable competitive advantage to achieve cost leadership
- Account for purchasing compliance - legal, tax, trade sanction and local regulation etc.
- Ensure implementation and further development of INEOS Multi-Business Agreement (MBAs)
- Ensure preparation and execution of project sourcing and contracting strategy as well as key contract clauses
- Review sourcing and contracting strategies and prepare Project Procurement Statement
- Ensure procurement tender documents based on technical specifications and scope and professional management of procurement schedule
- Ensure compliance with the project budget related to CapEx procurement
- Follow up of contract - delivery, quality, payout, claim
- Support global initiative on Best Cost Country Sourcing (BCC)
- Develop and maintain regional category wave plan
- Define regional demand of each category
- Ensure close collaboration with GCBs for global category development
- Lead related regional sourcing and contracting strategies with regional category buyer for regional/local implementation
- Implement workflow of PR/PO/OLA, Invoicing tool, Good Receive and Accounts Payable process in ERP system (SAP)
- Implement new purchasing systems and software (e.g. COUPA , RPA, iFLO, Power BI etc) to achieve work efficiency improvement
- Ensure close collaboration with PPM to develop work environment (e.g e-catalogue in COUPA)
- Maintain good relations with suppliers and develop new suppliers
- Plan and control the team and manpower requirements, headcount and budget.
- Set up and implement training plan (on-the-job, in-house and/or external training program) in order to improve working efficiency, quality and professional skills of the team member
- Recommend and implement continuous improvement initiatives to improve operational excellence
- Provide feedback and reinforcement to team members regarding development needs and
- Ensure policies, and processes, and business practices comply with and are maintained in accordance to Global, regional and local standards.
- Fluent in speaking and writing English
- Degree level in Chemical Engineering or Chemistry with a minimum 10 years' experience in the chemical industry. Previous commercial / business management experience is required to provide an in-depth knowledge of business and financial disciplines
