while controlling payroll expenses. Additionally, the HR Manager will design and implement KPIs for each
position to monitor and enhance employee performance. The overall efficiency and productivity of the company
and the factory depends on the effective performance of this role.

Key Responsibilities / 主要职责:
Develop and execute recruitment strategies to hire talented staff at competitive salary levels.
制定并执行招聘策略,以有竞争力的薪资水平招聘优秀员工。
Build and maintain a strong local talent pipeline for operations, QC/QA, R&D; , and administrative functions.
为运营、QC/QA、研发和行政岗位建立并维持强大的人才储备。
Negotiate salary packages to ensure cost-effective recruitment.
协商薪资方案,确保招聘具成本效益。
Control the company's overall HR budget and optimize resource allocation.
控制公司整体人力资源预算并优化资源分配。
Recruit the maximum number of qualified staff possible within the company's minimum available budget.
在公司最小可用预算范围内招聘尽可能多的合格员工。
Manage employee contracts, onboarding, and compliance with Chinese labor regulations.
管理员工合同、入职手续,并确保遵守中国劳动法规。
Oversee payroll control and HR-related budgeting.
监督工资控制和人力资源相关预算。
Design and implement KPIs for each job role to measure and improve performance.
为每个岗位设计并实施KPI,以衡量和提升绩效。
Ensure that employee performance directly contributes to the factory's operational efficiency.
确保员工绩效直接促进工厂的运营效率。
Organize training and employee development programs.
组织培训和员工发展计划。
Serve as the HR liaison between Suzhou operations and Diagnogen Hong Kong HQ.

Qualifications / 任职资格:
Bachelor's degree in Human Resources, Business Administration, or related field.
人力资源、工商管理或相关领域的学士学位。
Minimum 5 years of HR management experience, preferably in manufacturing or IVD/medical industry.
至少5年人力资源管理经验,***在制造业或IVD/医疗行业。
Strong knowledge of Chinese labor laws and HR best practices.
熟悉中国劳动法和人力资源***实践。
Proven ability to recruit and retain talent while minimizing payroll costs.
证明具备在最小化薪资成本的同时招聘和留住人才的能力。
Demonstrated ability to manage HR budgets effectively and maximize workforce size with limited funds.
具备有效管理人力资源预算并在有限资金下***化员工队伍规模的能力。
Experience in designing and implementing KPI systems for multiple roles.
具有为多个岗位设计和实施KPI体系的经验。
Excellent communication and negotiation skills in Mandarin and English.
精通中文和英文,具备出色的沟通和谈判能力。
