= Objectives =
This role plays a pivotal role in shaping and managing BASF's relationships with key central governmental bodies and regulatory authorities in China. This position is responsible for developing and implementing government relations strategies that align with BASF's business objectives comply with national regulations and advocating for the company's interests in policy discussions. Additionally, this role involves coordinating government relations topics with operating divisions (ODs), functional departments, relevant sites and Provincial GR across China, and BASF's main contact for Sinopec and CPCIF. This role will report to the Vice President, Government Relations Greater China in Beijing.= Main Tasks =
Strategic Government Relations:
  • Draft, develop, and execute central government relations strategy to support BASF's business strategies in China.
  • Build and maintain strong relationships with key contacts of central government, regulators, and industry associations as well as with Sinopec and CPCIF.
  • Collaborate with ODs and functional teams to identify and analyze policy issues at the national level that impact BASF's operations and recommend appropriate actions.
Advocacy and Representation:
  • Represent BASF in events and discussions with central government agencies, industry groups, and other stakeholders on regulatory and policy matters.
  • Coordinate and facilitate advocacy for policies that support BASF's business objectives and address challenges faced by the company and the industry in China.
Stakeholder Engagement:
  • Identify, actively engage, and develop relationships with relevant central government officials, national level industrial organizations & chemical industry as well as relevant state-owned enterprises.
  • Coordinate the arrangement of senior BASF executives' visits to central government bodies and support the arrangement of central government officials' visits to BASF sites outside China and inside China respectively.
  • Provide advice to senior executives and debrief them for any direct communications/meetings with central government authorities.
  • Serve as the central government contact in case of a crisis, with the ability to steer crisis response and familiarity with all related internal and external procedures.
Team Leadership and Development:
  • Leadership role within the GR team fostering a culture of collaboration and excellence.
  • Provide expertise and support to internal stakeholders on government relations and policy advocacy.
Compliance and Regulatory Affairs:
  • Collaborate with ODs and functions to monitor and interpret national legislation and regulations relevant to BASF's operations.
  • Collaborate with internal stakeholders to address regulatory challenges and mitigate risks.
Reporting and Analysis:
  • Analyze the impact of governmental policies and trends on business and recommend strategic responses.
  • Contribute to reporting relevant developments in China's economic & political environment via internal
newsletters to internal relevant stakeholders.
  • Prepare ad-hoc reports on industry policy developments in China and their implications for BASF's operations.
Active Alignment & Coordination:
  • Align and coordinate with ODs, Functions and sites, and Provincial GR across China on all relevant government relations topics.
  • Collaborate with the Director Government Relations South China & Director Government Relations North, East, Central & West China on all relevant government relations topics, sharing best practices.
= Job Requirements =
  • Education: Preferably Master's degree or above
  • Working Experience: Senior GR practitioner with deep knowledge of government relations work min. 10 years or above preferably including 5 years related in chemical industries
  • Profound knowledge about how the Chinese government and preferably how the chemical industry works
  • Strong English language (writing and speaking) and communication skills
  • Proven negotiation skills
  • Proven strong team player and collaborator skills
  • Ability to identify key issues in a given challenge (“seeing the whole picture”)
