About the roleLocation: Haiyan, ZhejiangAbout the role:
To support the Project Director of RLT CN/Site Head in analyzing the RLT CN Project /site Finance KPI's, by the development of robust financial planning & detailed tracking processes, by driving day-to-day process improvement by ensuring strict compliance with the NAM / TechOps Accounting Manual in close collaboration with the Finance teams in the Operations Centers and Financial Service Centers providing insightful and value-added analysis and decision support to the management team.Key Responsibilities:Leadership, Implementation and Operations
  • Training (theory - practical-site related) + certification of new comer, Refresh training of exposed worker, Continuous training and management of RST, Moke up exercise contamination emergency response, Site related Radiation Safety training material update. Manage exposed worker Radiation safety database, Individual exposed work assessment (and sent it to occupational health doctor), Exposed worker Radiation Safety Novartis working permit validation, Analyze active and passive dosimetry trending, Analyze passive dosimetry report. Management of External Service Providers information about Ionizing Radiation, Management of pre work risk assessment with External Service Providers. Manage, analyze and approved prior any exceeding, exceptional exposure daily limit exceeding threshold
  • Site Radiation safety annual report, Incident follow up and roots cause analysis, Exposed worker dosimetry follow up report, Waste (solid-liquid) annual report, Manage site annual presentation on radiation safety. External Service Provide contract management and follow up. Non routine task Job risk analysis and dosimetry planning, job risk analysis. Manage change control. Manage production equipment restart authorization after maintenance. Ensure site legal compliance (permit, air emission, water release, activity handled, are up to date), Prepare and update site emergency response. Immediately terminate unauthorized or dangerous situations
  • Is the senior HSE professional with responsibility co-ordination and execution, through the site leadership team, of the HSE strategy, objectives, goals and targets. Leads a lean, highly competent HSE support team that delivers superior HSE support to all sites within the cluster. Creates value by driving greater efficiency and standardization in the deployment of HSE resources, processes, procedures and programs in the site. Ensures that the HSE strategy is integrated into the overall site business strategy. Ensures the HSE Strategy is aligned with the long term site objectives
  • Influences to ensure ownership of HSE; delivered through engagement and develops strong HSE culture at all levels. Ensures appropriate resources and budget are available for the full implementation of the HSE requirements in the site. Ensures that systems are in place to demonstrate and verify compliance with all HSE regulatory requirements and other externally driven requirements. Ensures conformance to HSE Management System Manual and GOPs, cluster/site SOPs and supporting programs are achieved. Supports Novartis HSE conformance reviews and/or legal compliance audits and inspections and visits from Local Authorities.
  • Provides regular, objective and evidence-based overview of the effectiveness of the implementation of the HSE management program at the site. Applies innovation (methods/technology) and entrepreneurial mind-set to deliver HSE programs in most effective and efficient manner at optimized cost. Drives implementation of a program of integrated inspections, checks and safety walks at the site. Ensures appropriate accountability is in place to conduct the program. Ensures strong alignment with Site Development Organization & HSE cluster team
  • Reports and communicates HSE findings / opportunities for improvement to leadership to ensure that immediate actions or interim risk solutions are taken. Ensures appropriate corrective and preventive actions are implemented. Participates in Global / Platform / Cluster / site HSE and cross-functional teams, committees, and task forces. Develops networks and connects with other clusters, sites, functions and/or Global Expert Teams on HSE issues and programs. Ensures that all HSE reporting requirements are completed on time. Manages ERP, NEM and BCM and serves as Site Management Controller, NEM and BCM Coordinator on the site

  • Actively contribute to the talent agenda: Leads people processes through recruitment, training, coaching and performance to meet all operation requirements sustaining manufacturing unit competitiveness and diversity. Supports a robust career path deployment and succession plan within area of responsibility. Support the T&L organization by identifying and reviewing the appropriate list of training for all in-scope associates
  • Ensure that associates are qualified for a GMP task prior to independent performance. Monitor overall training compliance for in-scope associates. Collaboration especially with engineering (maintenance and projects) team & Global HSE team. Collaboration with key stakeholders (for example SCM / Brands) to identify, assess and control Business Continuity risk.
Role RequirementsEssential Requirements:
  • College/university degree in risk management, safety management, environmental management or engineering/related field. Certificate: Engineer degree, with in addition, an approved certificate in radiation protection according to the country local regulation
  • HSE experience in a manufacturing, operations or supply-chain environment (minimum 7 years), 2-5 years in the radiopharmaceutical, or nuclear industry-research field
  • Advanced knowledge on the Radiation Safety regulation (local and international standards). Advanced knowledge of the production processes. Advanced knowledge in physic, chemistry, mechanic, electricity and ventilation is an advantage. Advanced knowledge on radiological risk and its management. Knowledge of the pharmaceutical and clean room environment constraints.
  • Capacity as a trainer and to transmit his knowledge; Adaptability, sense of responsibility and priority; Capability to work both alone and in team; Capability to manage stressful situations
  • Advanced analysis capability, synthetic mind and reporting skills
  • Fluent in English and Mandarin
