The PositionPrimary Purpose of Job (Job Summary)Leading department operations in line with GMP and Roche’s corporate principles of Behavior in Business in Warehouse, Distribution Center, Production Scheduling, Master Data Management, Demanding Planning, CMO, Import & Export, Artworks and relevant Roche Shanghai Pharmaceutical supply chain support.Ensuring robust materials management business systems are in place and aligned with global processes, driving process improvements and monitoring key performance metrics. Given the nature of this group’s work, Materials Management extensively partners with diverse cross-functional customers across the PT Shanghai site and Roche Network, including Global Supply Chain, Global Materials Management, Strategic Planning, Product Managers, Global IT, Global Procurement, Production, Quality and Finance and other key partners at the other production sites.Leading and overseeing the Materials Management organization, management and staff. Developing a broad, innovative, and compelling 5-year strategy and vision for the department is the key. Contributing to site activities as a member of the site Leadership Team.Principle Roles & Responsibilities / AccountabilitiesSafety, Health & EnvironmentPromote the involvement of the department staff in corporate and local initiatives leading to a responsible behavior towards the community and the environment.PeopleKeep department staff regularly informed about all relevant strategic decisions which affect the organization and make sure that they understand the role of the department in the overall contextManage the department population towards the set headcount targetImplement and execute efficient learning processes in line with Roche training requirementsImplement and execute department talent management, succession planning and Performance Management process in line with global and local processLead and inspire people while promoting a working culture which stimulates focus on quality, efficiency, and innovationQuality and ComplianceCollaborate with site quality organization to ensure Right to Operate through compliance with all regulatory requirements applicable to the departmentImplement and apply the Roche Pharma Quality SystemContribute to key quality task, review of investigations, health authority inspections, site master file update, etc.Product SupplyMaximize the service level to support uninterrupted supply of high quality products to the patients. Customers may include the local market, other Roche affiliates, third partiesEstablish supply strategy and corresponding site capacity plan based on China mid to long term business strategy and plan so as to satisfy China and global business requirement.Reconcile Demand and Supply, mitigate supply chain related risks, and provide guidance or solutions towards complex business environment associated with various challenges.Contribute to optimize site capacity/facility utilization to achieve financial excellence.Ensure optimal materials management system including planning, purchasing and logisticsManage inventory with the aim of optimizing CDI (Coverage Days of Inventory) and company working capital.Support new product launchesCost ManagementManage and control expenses towards the set targetsSeek for continuous improvements in internal and external PT Shanghai to optimize supply chain cost and enhance the site’s productivity and competitiveness.Continuous Improvement and InnovationEstablish and maintain a culture of continuous improvement that generates tangible contributions to site operational performanceDepartment SpecificLead and guide whole department including Warehouse, Distribution Center, Production Scheduling, Master Data Management, Demanding Planning, Procurement, CMO, Import & Export, Artworks to achieve strategic and tactical goals through collaboration with other functions in PT Shanghai, supply chain, HQ and PB China.Ensure the uninterrupted supply to maintain high customs satisfaction level (OTIF) and meet the business growth requirements of SRPLEnsure the implementation of GMP standard as well as relevant regulations in warehouse related management to ensure 100% compliance.Be responsible for IMP depot management to ensure uninterrupted IMP supply to investigation site cross whole country.Monitor the overall supply process of local manufacturing and packaging products as well as imported finished goods supply chain to ensure smooth supply to both local and export markets. Continuously optimize the capacity utilization and put inventory level under well control.Oversight of site master date management to ensure data accuracy and compliance.Good relationship set-up with related government parties, negotiate with related authorities for approval paper for some imported equipment & material, which is under strict control for importation by the government parties for all kinds of reasonsExport compliance management:Ensure company organization is aware of and in compliance with national and international export control laws and regulations;pay attention to sales, exports and re-exports of controlled products, and sensitive products to countries of concernDevelop CMO business strategy for PT Shanghai and manage E2E CMO activities to meet the business requirements for local market and ensure the high quality supply of products to patientsDevelop and maintain complex CMO supply and business relationship with broad cross-functional teams internally and externally to achieve SRPL’s business objectives.In supply chain area, oversight relative global changes (which need regulatory approval in China) to be implemented in SRPL, to ensure smooth supply Provide support in new product launchLead & guide artwork & packaging design team to meet the regulatory and business requirement.Lead Roche Shanghai Pharmaceutical Trading supply chain team to support Roche China trading business (commercial products, PAP and IMP).Perform regular succession planningKeep information in workday up to date, e.g. regarding what are the critical positions and that job profiles are up to dateAlign list of succession candidates with line managerConfirm interest of colleagues listed on the succession listQualification and ExperienceEducation/Qualifications
  • At least bachelor degree or above in chemistry or pharmacy
  • Significant functional experience in supply chain or closely related activities, e.g. procurement, planning, contract manufacturing & logistics
  • At least 10 years of leadership experience in leading a broader organization
  • Language proficiency: professional English skill in speaking, writing, reading
