Why does this position exist? With what permanent objectives?
BASF has been a committed partner to Greater China since 1885, with large production sites in Shanghai, Nanjing, and Chongqing. Currently with an investment of up to EUR 10 billion, the new integrated site in Guangdong will be BASF's largest investment and ultimately BASF's third-largest site worldwide, operated under sole responsibility of BASF. BASF will install a steam cracker with a planned capacity of 1 million metric tons/year of ethylene and more than 40 process plants, which produce innovative and consumer-oriented downstream products. Providing supply chain service is vital for the success of the new Verbund site.
There will be 5ODs and 14 plants operating in the new integrated site from Y2025, and intensive engagements of import and export activities of raw materials and finished goods, in particular the hazardous chemicals. Assigning appropriate HS codes to chemicals, supporting IMI report application, and addressing Customs' inquiries, challenges and audits are pretty important for the success of the new Verbund site.
The key objectives of this position are-- establishing comprehensive understanding of Customs classification for chemicals, assigning the appropriate HS codes to the chemicals, providing support to IMI report applications; exploring duty-saving opportunities by proposing supply chain solutions and utilizing FTAs; ensuring that the export and import activities should be performed effectively and efficiently in a compliant manner, as well as “One Voice Policy” in interactions with Customs and other authorities. Especially, compliance, customs regulations, and EHS policies shall be strictly followed.Main Job Responsibility
  • Build solid working connections with ZJ Customs and stakeholders.
  • Complete on-board and on-job training, support for the training on Customs classification and CDF filing, and develop the training concept design, matrix, and materials.
  • Facilitate the implementation of all the project's requirements towards Customs classification, business model design, and FTA leverage, which includes compliance with Global Customs and Foreign Trade Compliance Concept.
Customs classification responsibility
  • Provide HS code assignment, verification, and on-premises support to the company for Chemicals and address Customs' inquiry;
  • Establish, maintain, and improve trade control database for the company;
  • Support the IMI report and other report applications to hazardous chemicals and dangerous goods;
  • Collaborate with global and country Customs teams for the HS code assignment, verification, and harmonization.
Customs facilitation responsibility
  • Explore the duty-saving opportunities by leveraging FTAs and business model design, etc;
  • Guide on applying for preferential documents to optimize duty saving, exemption, or refund of the company;
  • Support internal stakeholders in the company with Customs facilitations, business model design, and FTA leverage.
Customs regulation responsibility
  • Keep an eye on the new China customs regulations and rules, analyze the impact and potential risks to import and export activities of the company, and interpret and provide mitigation actions to related departments, ODs, and stakeholders.
  • Collaborate with global and country Customs teams for applicable Customs Decree implementation in the company;
  • Streamline customs practices, guidance, and compliance requirements for daily execution.
EHSQ responsibility
  • Responsible for safe behavior in accordance with company and unit specific EHSQ objectives, policy, procedures, and work instructions;
  • Actively participate in company EHS training plan;
  • Support TDS requirement conformance by suppliers.
 College degree or above in international trade, logistics, supply chain or related discipline
 5+ years' experience in import & export/logistics area and Customs classification on chemicals;
 Knowledges of Dangerous Goods & Hazardous Chemicals;
 Experienced in addressing customs inquiry, inspection and audit, and the Customs relationship maintenance;
 Classification certificate of non-machinery nor electrical appliances is preferred;
 Working experience in chemical industry preferred
 Good capability in written and verbal English and Mandarin;
 Skillful in the software of Excel, Word, and PowerPoint;
 Good communication skills and problem-solving ability;
